Last summer whilst driving through Germany I was pulled over and drug tested and failed the test showing positive for THC.

I was driving on my UK license in my UK vehicle.

I was fined on the spot 500 euro for the prosecutor to drop the case.

I was then sent a letter from the local administrative office fining me £1100 which I paid.

I have now received another letter instructing me that I need to complete an MPU psychological exam.

Before I proceed I will say that I know what I have done is wrong, and will not do it again. The huge amount of money I have paid along with the trouble it caused my trip has been enough to put me off stopping smoking it for good. Even at the time I believed I was clean as many hours had passed since I smoked, but I was not aware how long this stuff stays in your system...

As I am not a resident of Germany or a German speaker it is going to be nearly impossible for me to complete an mpu.

My question relates to to the foreign license loophole for not completing the mpu. This is described here:

As such now that I have paid the fines (the second of which was in exchange of a ban, which apparently could not be enforced on a non eu license).

Is the MPU ban enforceable on my license? or can I use the foreign license workaround?

Letzten Sommer, als ich durch Deutschland fuhr, wurde ich angehalten und auf Drogen getestet und habe den Test nicht bestanden, der positiv auf THC war.

Ich fuhr mit meinem britischen Führerschein in meinem britischen Fahrzeug.

Ich wurde sofort mit einer Geldstrafe von 500 Euro belegt, damit die Staatsanwaltschaft den Fall fallen lässt.

Dann schickte man mir einen Brief vom örtlichen Verwaltungsbüro, in dem mir eine Geldstrafe von 1122 £ auferlegt wurde, die ich bezahlte.

Ich habe jetzt ein weiteres Schreiben erhalten, in dem ich angewiesen wurde, eine psychologische Untersuchung an der MPU zu absolvieren.

Bevor ich fortfahre, möchte ich sagen, dass ich weiß, dass das, was ich getan habe, falsch ist, und dass ich es nicht noch einmal tun werde. Der riesige Geldbetrag, den ich bezahlt habe, zusammen mit den Problemen, die meine Reise verursacht hat, hat mich davon abgehalten, das Rauchen für immer einzustellen. Selbst zu der Zeit glaubte ich, ich sei clean, da viele Stunden vergangen waren, seit ich geraucht hatte, aber mir war nicht bewusst, wie lange dieses Zeug in Ihrem System bleibt ...

Da ich weder in Deutschland wohnhaft noch deutschsprachig bin, wird es für mich fast unmöglich sein, eine MPU zu absolvieren.

Meine Frage bezieht sich auf das Schlupfloch für ausländische Lizenzen, wenn die MPU nicht abgeschlossen wird. Das ist hier beschrieben:

Als solche habe ich jetzt die Bußgelder bezahlt (die zweite war im Austausch gegen ein Verbot, das anscheinend nicht für eine Nicht-EU-Lizenz durchgesetzt werden konnte).

Ist das MPU-Verbot für meine Lizenz durchsetzbar? oder kann ich die Problemumgehung für ausländische Lizenzen verwenden?

If you do not complete the MPU they most likely will ban you from driving in Germany.
This ban is issued onto person, not the license.

The loophole you mentioned has worked out for germans who had their license revoked but was closed some years ago.

Because you have mentioned , that you were driving with your UK car, i would assume you're living in the UK and not in Germany.

If you don't want to drive in Germany again, you are fine with your UK licence.

If you want to drive in Germany again (any time soon) you will have to do the MPU and pass it.

But Germany can't ban you from driving with your UK licence in any other country.

Andco, does not doing the mpu mean that I definitely get banned or is there an appeal or judgement? is it worth getting a lawyer to fight this or is it a done deal...

Scoundrel, thankyou for clarifying that the ban is only for Germany.

If I dont do it now then can I do it at a later time?

You can do it at any time. In 15years the obligation will be deleted from the records.
